This is to state that Kohei Nishiyama, (licensee's address in Japan) is hereby authorised to establish, maintain, work or use an experimental wireless sending and receiving station for Portable and mobile operation in the Republic of Ireland during the period 6 October, 1999 to 25 Decenber, 1999 subject to the following limitations as to frequencies, power etc.:

*Use of these bands is permitted on a secondary basis only, i.e. operation must be ona non-interference basis as the bands are not allocated primary to the Amateur Service.
(a) The call-sign EI-4-VWT/P or EI-4-VWT/M shall be used whenever the station is operated.
(b) The station shall not be established or used on the sea or within any estuary dock, or harbour or in the vicinity of an airport, or Radio Navigation installations.
(c) Interference shall not be caused to other services using experimenter bands.
(1) Particulars of the location of the station shall be sent at the beginning and end of an establishment of communications with each separate amateur station, or at intervals of half an hour whichever is more frequent.
(2) Maximum power to be limited to 25 watts.
